Amends teacher evaluation requirements to reduce mandatory classroom observations from at least two per year to one per year, with qualified evaluators able to use informal walk-throughs throughout the school year as an alternative.

Removes the requirement that at least 60 calendar days must pass between first and last observations for teachers undergoing performance evaluation.

Modifies the model framework for teacher and principal evaluations to change the percentage of evaluation outcomes based on student academic progress data from 33-50 percent to 0-20 percent.

Allows students not enrolled for a full academic year to be excluded from student academic progress data used in teacher evaluations.

Exempts teachers who do not instruct students in content areas tested by the statewide assessment from having quantitative data associated with that assessment included in their evaluations.
