Amends Arizona Revised Statutes Section 15-756.01 to require the state board of education to develop and adopt "research-based and evidence-based" models of structured English immersion programs for English language learners, replacing references to "research based" models.

Limits structured English immersion programs to one regular school year and regular school day, with any instruction outside these hours provided as compensatory instruction eligible for separate funding.

Requires the state board to submit adopted models to the president of the senate, speaker of the house, and governor at least 30 days before adoption, and to submit models to the joint legislative budget committee for review.

Mandates annual review of English immersion models by the state board, with authority to delete, add, or modify existing models based on monitoring data from the department of education.

Establishes procedures for school districts and charter schools to calculate incremental costs and budget requests for English immersion programs, with offsets for federal and state funding sources already designated for English language learners.
