Authorizes the Department of Administration to place a Buffalo Soldiers memorial in Wesley Bolin Plaza pursuant to section 41-1363, Arizona Revised Statutes.

Establishes that procedures prescribed in section 41-1363 apply to the memorial's establishment.

Prohibits use of public monies for memorial costs; all fund-raising and contracts for design and construction are the sole responsibility of proponents, and the state may not facilitate fund-raising or establish a state fund.

Expires September 30, 2021.
