Amends Arizona Revised Statutes § 48-2914.01 to allow irrigation and water conservation districts with more than 10,000 acres to reduce at-large directors from two to one.

Districts with five board members (two at-large directors plus one from each division) may adopt a resolution to add one additional director from each division and eliminate one at-large position.

The reduction in at-large directors takes effect when the at-large director's term expires immediately after the amendment's effective date, with that position eliminated.

Board must stagger the terms of division directors so no more than one director from each division is elected in any given year.

All directors serve three-year terms.
