Amends Arizona Revised Statutes section 12-1134 regarding private property rights and just compensation for diminished property value due to land use laws enacted after property transfer.

Requires the state or political subdivisions to pay just compensation if a land use law reduces the fair market value of private real property, unless the law falls within specific exemptions (public health and safety, nuisance prevention, federal requirements, utility facilities, etc.).

Eliminates the requirement that property owners submit land use applications before demanding just compensation; owners may demand compensation directly within 90 days of written demand.

Establishes a three-year statute of limitations for filing compensation claims, with the 90-day administrative demand period tolling this deadline.

Requires an affirmative three-fourths vote in both houses of the legislature for enactment, pursuant to the Arizona Constitution.
