SB 1187 Summary

• Amends Arizona Revised Statutes Section 40-881 to establish minimum crew requirements for trains operating outside yard limits based on train composition and track type.

• Requires passenger, mail, or express trains with fewer than six cars to carry at minimum one engineer, one fireman, one conductor, and one flagman (does not apply to gasoline motor cars).

• Requires passenger, mail, or express trains with six or more cars to carry a minimum of one engineer, one fireman, one conductor, one flagman, and one brakeman when operating on main line tracks; requires the same crew composition when operating on branch lines.

• Mandates that railroads operating in Arizona maintain a minimum of two operating employees in the control compartment of the lead locomotive unit while the train is in motion and during remote control operations.

• Exempts passenger, mail, or express trains from the two-employee requirements and exempts railroads from these requirements during switching operations, car inspection movements, and setouts in conjunction with road service.
