Establishes the Arizona veterans' outdoor behavioral health grant program within the Department of Veterans' Services to provide outdoor behavioral health therapy for veterans with PTSD or other military service-related behavioral health issues.

Creates the Arizona veterans' outdoor behavioral health grant program fund consisting of legislative appropriations and private donations to be administered by the Department of Veterans' Services.

Authorizes the department to award grants to eligible partnerships, defined as governmental or nonprofit entities experienced in outdoor behavioral health therapy or veteran support services.

Appropriates $25,000 from the state general fund for fiscal year 2018-2019 to the newly established grant program fund.

Terminates the program on July 1, 2028 pursuant to Arizona's statutory sunset provision (section 41-3102).
