Amends Arizona Revised Statutes Section 8-103 regarding adoption eligibility and placement procedures.

Changes terminology from "husband and wife" to "married couple" in describing joint adoption rights for married individuals.

Removes the statutory preference that gave married couples placement priority over single adults when all other relevant factors were equal.

Maintains that adoption placements must prioritize the child's safety, social, emotional, physical and mental health needs, with consideration of factors including marital status stability, sibling placement, established relationships, and the child's preferences if age 12 or older.

Retains court requirements to make findings on the record regarding the best interests of the child in all adoption proceedings.
