Removes Department of Transportation board authority to establish scenic or historic highways and transfers this function to the State Board on Geographic and Historic Names.

Eliminates several reporting requirements for the director, including annual reports on controlled access highway expenditures under chapters 17 and 18.

Repeals multiple sections of Arizona Revised Statutes related to driver medical screening (28-3051, 28-3052), mail carrier vehicle identification (portions of 28-871), and other transportation provisions.

Adds new provisions allowing the attorney general to certify validity of transportation board notes and public-private partnership agreements for highway projects.

Makes technical amendments to various transportation statutes regarding vehicle registration, nonresident daily commuters, fuel tax administration, and aviation regulations.
