Amends section 28-1095 to clarify that damaged, disabled, or abandoned vehicles being towed by a tow truck are exempt from vehicle length and combination restrictions, referencing section 28-1108 instead of 41-1830.51

Adds new section 28-1108 establishing tow truck regulations including drawbar connection requirements (maximum 15 feet), white flag visibility requirements for chain/rope/cable connections, and permit requirements for tow truck operators registered with the Department of Public Safety

Exempts total weight of tow trucks towing damaged, disabled, or abandoned vehicles from maximum gross weight limits under section 28-1100

Modifies section 28-2153 to exempt unregistered motor vehicles being towed by registered and permitted tow trucks from registration requirements

Reorganizes section 41-1830.51 to consolidate tow truck regulations under Department of Public Safety authority, moving technical towing specifications from that section to the new section 28-1108
