• Amends the definition of "recreational off-highway vehicle" in Arizona law to increase maximum width from 65 inches to 80 inches and unladen weight from 1,800 pounds to 2,500 pounds.

• Adds new requirements for recreational off-highway vehicles: must have a steering wheel for steering control, rollover protective structure, and occupant retention system.

• Increases the weight limit for off-highway vehicle user fee requirements from 1,800 pounds to 2,500 pounds in A.R.S. § 28-1177.

• Updates terminology from "per cent" to "percent" in off-highway vehicle fee distribution provisions (70% to off-highway vehicle recreation fund, 30% to Arizona highway user revenue fund).

• Maintains exemption for off-highway vehicles used exclusively for agricultural, ranching, construction, mining, or building trade purposes.
