Amends A.R.S. § 28-673 to expand implied consent to blood, breath, urine, or bodily substance testing in traffic accidents resulting in death or serious physical injury to include violations of articles and chapters 6 through 15 (previously limited to articles 1, 2, 3, 5, and chapter 4).

Changes requirement for testing after serious physical injury accidents from discretionary (officer may request) to mandatory (officer shall require) when probable cause exists that the person caused the accident or was cited for a qualifying traffic violation.

Maintains that persons involved in fatal accidents must submit to testing, while those involved in serious injury accidents are subject to mandatory (rather than requested) testing.

Preserves existing refusal penalties, including 12-month license suspension (24 months for repeat refusal within 84 months) and potential 90-day suspension for blood alcohol concentration of 0.08 or higher (or 0.04 or higher for commercial vehicles).

Applies existing hearing and administrative procedures from A.R.S. § 28-1321 to these traffic accident-related tests.
