Adds new section 13-717 to allow persons convicted of first-degree murder who were sentenced to life with possibility of parole under a plea agreement stipulating parole eligibility to become parole-eligible after serving the minimum number of years specified in their sentence.

Applies retroactively to defendants who entered into parole-eligible plea agreements and were sentenced between January 1, 1994 and the effective date of this section.

If paroled under this provision, the person remains on parole for life, except parole may be revoked under section 31-415.

Amends section 41-1604.09 to include persons eligible for parole under the new section 13-717 within the existing parole eligibility classification system.
