Repeals section 41-3018.10, Arizona Revised Statutes, regarding the Western Interstate Commission for Higher Education (WICHE).

Establishes July 1, 2026 as the termination date for WICHE, with Title 15, Chapter 13, Article 8 and the new termination provision repealed on January 1, 2027.

Continues WICHE's authority to enter into agreements with regional institutions offering graduate or professional education and with compacting states or territories to provide adequate services and facilities for graduate and professional education.

Makes sections 1 and 2 effective retroactively from and after July 1, 2018.
