Allows county assessor employees who successfully complete advanced certification through the state department to receive additional compensation.

Maintains existing requirements that assessors and appraisers must hold certificates issued or recognized by the department, with exemptions for elected officials and clerical staff.

Requires the department to conduct a graduated certification program with four levels: provisional, basic, intermediate, and advanced, with increasing professional standards at each level.

Authorizes the department to prepare and submit reports on education, training, and certification activities upon request from the senate education committee, legislative leadership, or budget committee chairs.
