Requires annual licensing home visits for adult and child developmental homes, with monitoring for compliance with health, safety, contractual, programmatic and quality assurance standards at least twice per year.

Mandates that the Department of Economic Security investigate complaints within ten working days of receiving notice, or immediately if there is danger to a client.

Extends fingerprint clearance card requirements to applicants, licensees, and adult household members of developmental homes, with denial of license for failure to obtain or maintain the card.

Allows provisional licenses for up to three months (reduced from six months) for applicants temporarily unable to meet standards, and prohibits issuance if conditions could endanger client health, safety or welfare.

Replaces the term "recognized, established groups that advocate for persons with developmental disabilities" with specific reference to Arizona nonprofit advocacy organization state chapters affiliated with national organizations when granting inspection access to facilities.
