• Expands grounds for classroom removal to include acts of bullying, in addition to repeated interference with instruction or unruly/disruptive behavior.

• Adds bullying to reasons for student expulsion under continued disruptive or disorderly conduct provisions.

• Requires alternative to suspension programs to integrate social skills training with fidelity and include academic work alongside discipline-intensive components.

• Establishes a placement review committee process (not to exceed three business days) to determine placement for students removed from classrooms by teachers, with authority to place students in new classes, alternative programs, or recommend suspension/expulsion.

• Allows the placement review committee to return a student to the original classroom only with teacher consent unless it is the best or only practicable alternative.
