Establishes the Arizona Principal Academy Grant Fund to improve principal quality and increase the number of highly qualified principals and assistant principals in schools.

Allows county school superintendents to apply competitively to the Department of Education for grants to establish or supplement leadership programs for current educators and school administrators.

Requires grant applicants to demonstrate a blueprint for the leadership program, use of research-based and evidence-based curriculum, and demonstrated need and interest in the county.

Permits county school superintendents to use federal Title II, Part A Elementary and Secondary Education Act funds in addition to grant monies for the leadership program.

Appropriates funds from the state general fund in fiscal year 2018-2019 to establish the Arizona Principal Academy Grant Fund (specific amount not specified in bill text).
