Prohibits the conversion of existing publicly funded or maintained streets or highways to toll roads under public-private partnership agreements, including conversions implementing traffic management strategies.

Amends section 28-6803 to add a new requirement that the board of supervisors cannot grant a toll road application if the proposed toll road would be converted from a publicly funded or maintained street or highway.

Adds a new provision to section 28-7705 establishing that the Arizona Department of Transportation may not enter into agreements allowing conversion of existing public roads to toll roads.

Applies the conversion prohibition to all toll road arrangements, regardless of whether they involve general purpose toll lanes, high occupancy vehicle lanes, or other traffic management strategies.
