Removes requirement for the division to report annually to the governor on weights and measures work accomplished under the chapter.

Renumbers division duties sections to consolidate the removal of the annual reporting requirement while maintaining other oversight responsibilities.

Adds prohibition on stage II vapor recovery systems that collect vapors during vehicle refueling in ozone nonattainment areas designated as moderate, serious, severe or extreme by the EPA or in area A, effective September 30, 2018.

Clarifies grammatical language throughout sections 3-3414 and 3-3512 regarding weighing and measuring equipment testing and vapor recovery system requirements.
