Amends Arizona Revised Statutes Section 17-246 to change the definition reference for "game and fish facility" from "facilities" to "facility" to align with Section 17-281.

Authorizes the Arizona Game and Fish Commission to enter into ground leases as lessor for department or commission-held land where game and fish facilities will be built, renovated, or improved and subsequently sold under an installment purchase agreement.

Permits the commission to enter into installment purchase agreements under Section 17-247 for acquiring game and fish facilities.

Allows the commission to contract that purchased game and fish facilities are treated as personal property despite being permanently attached to land.

Requires approval from the joint legislative budget committee before the commission may acquire and finance game and fish facilities under these provisions.
