Amends the composition of the Arizona Criminal Justice Commission by adding two new appointed positions: one criminal defense attorney and one Native American representative with criminal justice experience.

Requires the 14 gubernatorially-appointed commission members to include specific representatives (police chiefs, county attorneys, sheriffs, judges, mayors, supervisors, and probation officers) from counties of varying population sizes.

Specifies that the new attorney and Native American member positions serve two-year terms ending with the convening of the first regular legislative session.

Establishes staggered initial terms for the new members, with one term ending January 9, 2019 and one term ending January 8, 2020.

Maintains existing commission structure including the Attorney General, Department of Public Safety Director, Corrections Director, Courts Administrator, and Board of Executive Clemency Chairman as ex officio members.
