Amends Arizona Revised Statutes sections relating to the board of behavioral health examiners to clarify definitions, powers, duties, and licensing requirements.

Removes the November 1, 2015 date requirement for direct client contact and indirect client service definitions to make them permanent standards.

Changes the board's fee-setting process from requiring formal annual votes at board meetings to allowing fees to be established by rule.

Modifies licensure by endorsement requirements by removing the three thousand six hundred hours of practice experience requirement and the examination requirement, requiring only substantially equivalent licensure in another jurisdiction.

Adds provisions requiring the board to record all meetings and maintain audio, video, or stenographic records for three years; requires motion to initiate investigations to be made at open meetings with recorded votes.
