Expands definition of "food product" to explicitly include animal feed grown or raised by the producer and sold for livestock, poultry, or ratites, and clarifies "producer" includes residential and community gardens.

Prohibits cities, towns, and counties from denying or restricting producers' right to produce food products on agricultural lands, farms, and gardens (including residential and community gardens) except as provided in the article.

Voids any city, town, or county ordinance that imposes taxes, licenses, or fees on producers or purchasers of food products, though inspection ordinances remain valid if applied uniformly to all similar products.
