Amends section 15-537, Arizona Revised Statutes to allow school districts to implement an alternative performance evaluation cycle for high-performing teachers.

Permits only teachers designated in the highest performance classification for at least three consecutive years to participate in the alternative evaluation cycle, with expedited reviews in non-evaluation years.

Requires teachers removed from the alternative cycle due to not maintaining highest performance classification to return to the standard evaluation system under subsection A.

Clarifies that multiyear contracts for top-performing teachers do not exclude them from application of dismissal or nonrenewal procedures, and teachers may decline multiyear contracts in favor of one-year contracts.

Makes conforming changes to performance improvement plan procedures, classroom observation requirements, and teacher transfer restrictions based on performance classification designations.
