Amends Arizona Revised Statutes section 15-922 to modify the definition of "school bus" to allow vehicles other than traditional buses to be used for student transportation.

Permits school districts to include any vehicle meeting the definition of a school bus in section 28-101 (except passenger capacity standards) in calculating daily route mileage for state funding purposes.

Prohibits the Department of Education from denying transportation funding or state aid to school districts that transport pupils in vehicles meeting the school bus definition, regardless of vehicle type.

Requires school districts to certify daily route mileage, extended school year route mileage, and number of eligible students transported within twelve days after the first 100 or 200 days of the school year to receive state aid.
