Allows ninth-grade students enrolled in agriscience, automotive technologies, construction, engineering, or manufacturing courses to be included in joint technical education district (JTED) student count and funding, whereas previously only grades 10-12 qualified.

Permits ninth-grade students in the specified career and technical education courses to be funded with JTED monies and to generate average daily membership of 0.75 at centralized or leased centralized campuses meeting at least 150 minutes per class period.

Requires each JTED to submit annual reports to legislative leadership and the secretary of state from 2019-2022 documenting enrollment numbers of ninth through twelfth grade students in the specified career and technical education programs.

Makes conforming amendments to existing law regarding student count calculations, funding provisions, and program eligibility for JTEDs to accommodate ninth-grade student participation in approved career and technical education courses.

Repeals the reporting requirement effective October 31, 2022.
