Establishes incentive bonuses for students who obtain career and technical education (CTE) certifications or licenses that meet workforce needs, with wages at least 70% of the state average annual wage or stackable credentials.

Provides $450 per certification/license for students in schools where 50% or more students qualify for free/reduced lunch, and $300 per certification/license for schools with less than 50% such students.

Requires school districts and charter schools to distribute at least 50% of bonus monies to the classroom teacher, with remaining funds used for teacher professional development or student instructional support.

Directs the Workforce Arizona Council to maintain a list of qualifying certifications and licenses accepted by vocations or industries in critical economic sectors, targeted occupations, or emerging fields.

Appropriates $1,000,000 from the state general fund in fiscal year 2018-2019 to establish a certification or license incentive program fund, with the program ending July 1, 2026.
