Establishes a construction liability apportionment study committee consisting of 3 Senate members and 3 House members, with one cochairperson from each chamber appointed by the President of the Senate and Speaker of the House.

Committee shall research and make recommendations on liability apportionment in the construction industry, including indemnity provisions, allocation based on fault, financial responsibility assignment, construction defect remediation processes, defect litigation frequency, and insurance cost affordability.

Committee is authorized to hold public hearings, conduct fact-finding tours, and take testimony from witnesses to fulfill its responsibilities.

Committee shall submit findings and recommendations to the Governor, President of the Senate, and Speaker of the House on or before December 15, 2018, with a copy provided to the Secretary of State.

Section is repealed June 30, 2019; committee members receive no compensation but are eligible for expense reimbursement.
