Amends Arizona Revised Statutes Section 41-1033 to allow persons to petition the council for review of agency practices, substantive policy statements, final rules, or regulatory licensing requirements that are not specifically authorized by statute under title 32, if they believe such requirements are unduly burdensome or not demonstrated to be necessary for public health, safety, or welfare.

Establishes that the council must conduct such reviews if the average wage in the affected profession does not exceed 200 percent of federal poverty guidelines for a family of four, with exemptions for healthcare institutions under title 36, chapters 4 and 20.

Empowers the council to modify, revise, or declare void any existing agency practice, substantive policy statement, final rule, or regulatory licensing requirement found to be unduly burdensome or lacking demonstration of necessity for public health, safety, or welfare concerns.

Amends Section 41-1061 to require opportunity for settlement conferences or mediation in contested cases unless both parties or the hearing officer decline, and permits disposition by motion when there is no genuine issue of material fact.

Requires agencies and the secretary of state to post notice on their websites informing individuals of the right to petition the council for rule review under the amended statute.
