Amends Arizona Revised Statutes Section 5-602.01 regarding the Department of Gaming's authority to impose civil penalties.

Clarifies that civil penalties collected by the department shall be deposited in the state general fund pursuant to sections 35-146 and 35-147, rather than simply transferred to the state treasurer.

Maintains existing civil penalty authority: up to $5,000 per day (maximum $25,000 total) against certificate holders in lieu of or in addition to certificate revocation, plus separate penalties up to $500 for rule violations not constituting grounds for revocation.

Requires the department to consider the seriousness of violations and financial impact on certificate holders when determining penalty amounts.

Authorizes the Attorney General to file actions in superior court to recover civil penalties imposed under this section.
