State board of education must adopt rules for statewide assessments measuring pupil achievement in reading, writing, and mathematics in at least four designated grades.

Local education agencies must receive third grade reading assessment scores by May 15 and all other assessment scores by May 25 of each academic year.

Department of education or state board cannot prohibit superintendents or staff from sharing statewide assessment data with their district governing board or otherwise impede data sharing.

State board must publish annual assessment reports for schools and districts by September 1 and provide a five-year cumulative summary, including achievement data disaggregated by ethnicity for dropout rates, graduation rates, and postsecondary outcomes.

Testing window for statewide assessments may not exceed four consecutive school weeks, except when state board is revising or establishing new proficiency levels.
