Amends Arizona Revised Statutes section 20-465 regarding fees charged by insurance producers.

Removes prohibition on insurance producers charging fees for life, annuity, and long-term care insurance, allowing such fees only if disclosed in writing, agreed to by the insured, and reasonably related to service costs.

Maintains existing restrictions prohibiting fees for medicare supplement insurance and exempts commercial insurance and surplus lines insurance from fee limitations.

Defines "commercial insurance" to exclude insurance maintained by transportation network company drivers under private passenger automobile insurance policies.

Authorizes the director to order refunds and impose civil penalties if insurance producers fail to comply with fee disclosure and reasonableness requirements.
