Requires cities, towns, counties, and the state to take reasonable steps to ensure communications with persons with disabilities are equally effective as communications with persons without disabilities, in compliance with the Americans with Disabilities Act.

Mandates that each jurisdiction establish a protocol to secure a licensed interpreter (licensed by the Commission for the Deaf and Hard of Hearing) to interpret live emergency communications presented to media or delivered online, with preference for interpreters certified through the Department of Emergency and Military Affairs' emergency response interpreter credentialing program.

Allows jurisdictions to communicate to the public during emergencies without an interpreter if one is unavailable.
