Expands auditor general's authority to include charter schools in addition to school districts for financial and compliance audits, performance audits, and monitoring of classroom spending.

Requires charter schools to notify the auditor general in writing regarding agreement with audit findings, implementation plans, and provide status reports every six months for two years following an audit.

Authorizes the auditor general to review charter school progress toward implementing audit recommendations for up to two years, with possible extension for unimplemented recommendations.

Mandates charter school participation in hearings scheduled by the joint legislative audit committee or other designated legislative committees during the audit review period.

Grants the auditor general access to charter school records, accounts, reports, and property, and permits attendance at charter school executive sessions for audit purposes.
