SB 1303 - Charter School Omnibus

• Requires charter schools to report pupil withdrawals and transfers to the Department of Education within two weeks, with adjustments to average daily membership funding reflected in the next state aid distribution.

• Prohibits establishment of new charter schools within a three-mile radius of school district schools that have received A or B letter grades under section 15-241.

• Mandates the Auditor General conduct comprehensive annual audits of each charter school in the state, with audit examinations including classroom spending, special education programs, and diversity of pupils and staff.

• Requires charter schools to have annual independent audits with results made publicly available, including individual salaries paid to education management organizations and any management letters from the audit.

• Modifies procurement rules to require written quotes exceeding $50,000 for materials, services or construction at charter schools, and allows the State Board for Charter Schools to authorize higher exemptions from public bidding requirements for its sponsored schools.
