Amends Arizona Revised Statutes section 41-1279.03 to expand the auditor general's duties regarding school audits to include both school districts and charter schools.

Requires the auditor general to establish a schoolwide audit team to conduct performance audits and monitor school districts and charter schools to determine the percentage of dollars spent in the classroom.

Mandates audits determine whether school districts and charter schools receiving funds from the Arizona Structured English Immersion Fund and Statewide Compensatory Instruction Fund comply with title 15, chapter 7, article 3.1.

Requires audited school districts or charter schools to submit written status reports every six months for two years following an audit and to participate in legislative hearings as designated by the joint legislative audit committee.

Authorizes the auditor general to review charter school progress toward implementing audit findings and recommendations beyond the initial two-year period for recommendations not yet implemented.
