Requires charter school teachers and administrators to meet the same certification and fingerprinting requirements as school district teachers and administrators, effective three years after the bill's passage.

Allows alternative teacher preparation programs with varied formats and designs, and permits universities, community colleges, school districts, charter schools, and professional organizations to apply for program approval with less restrictive criteria than traditional programs.

Establishes a specialized teaching certificate in science, technology, engineering, mathematics (STEM) and career and technical education for instructors with at least five years of relevant work experience, exempting them from certain state certification requirements.

Permits teachers with comparable out-of-state certification to obtain Arizona standard teaching certificates without taking proficiency exams if they are in good standing with their previous state and possess a valid fingerprint clearance card.

Allows applicants to demonstrate subject knowledge proficiency through relevant work experience (five years minimum), master's degrees in the subject area, or postsecondary teaching experience instead of taking subject knowledge tests.
