Restructures the State Board for Charter Schools membership from 11 members to 9 members appointed by the governor, including the superintendent of public instruction, a state university/college president, two lay members, two business community members, a community college district president or chancellor, a charter school owner or administrator, a high school district superintendent, a charter school teacher, and a county school superintendent.

Removes the requirement for legislative advisory members and eliminates specific residency requirements (such as residing in high-poverty school districts or on Indian reservations) that applied to public members.

Changes appointment procedures so all members except the superintendent of public instruction are appointed by the governor pursuant to section 38-211, and initial new appointees assign themselves to staggered two, three, and four-year terms.

Allows existing board members serving on the effective date to continue until their terms expire, with subsequent appointments made according to the new statutory requirements.
