Amends section 15-183 to require the auditor general to review and revise the uniform system of financial records to ensure charter school provisions comply with commonly accepted accounting principles used by private business.

Modifies section 15-189.02 to require charter schools to follow the same competitive public bidding requirements as school districts, rather than being exempt when procurement amounts are below state thresholds.

Amends section 15-213 to establish that charter school procurement rules must include the same requirements prescribed in section 41-2533 and to clarify that procurement contracts executed by charter schools are public records subject to public disclosure laws.

Requires the state board for charter schools to prescribe an abbreviated audit process for charter schools with fewer than two hundred students.

Defines "nonexempt charter school" as a charter school not exempted from procurement laws under section 15-183, subsection E, paragraph 6.
