Establishes the youth entrepreneurship pilot program administered by the Arizona Commerce Authority to serve persons aged 16-23 with community-based entrepreneurial education, mentoring, and economic skills development.

Program must include a component serving youths in counties with populations under 750,000 and targets "disconnected youths" not employed or enrolled in school.

Arizona Commerce Authority must submit annual reports by October 1 to the governor and legislature detailing program activities, number of youths served, and outcomes achieved.

Appropriates $1,000,000 from the Arizona Competes Fund in fiscal year 2018-2019, with $50,000 designated for seed capital grants to qualified program graduates in counties under 750,000 population and $50,000 for those in larger counties.

Program sunsets on June 30, 2024; appropriation is exempt from standard lapsing provisions.
