Establishes preference for Arizona bidders in state procurement contracts when two or more bidders submit identical low bids, with a 5 percent increase applied to nonresident bidder offers.

Requires bidders to perform at least 50 percent of labor using Arizona workers who file tax returns in the state; failure to meet this threshold results in a reduction in contract price equal to the percentage of labor shortfall.

Defines "Arizona bidder" as a business that is authorized to transact business in Arizona, maintains a physical presence in the state, has paid all assessed taxes, and uses at least 50 percent Arizona workers.

Applies to contracts awarded under the competitive bidding provisions of Arizona Revised Statutes section 41-2533, subsection G.
