Increases the cash assistance time limit for TANF recipients from 12 months to 24 months for heads of household, spouses, ineligible parents, and nonparent relative caregivers.

Extends the time limit applicability date from July 1, 2016 to July 1, 2018 for families that have received 24 or more months of assistance.

Adds a new provision allowing families to receive an additional 12 months of cash assistance if the head of household or adult is in full compliance with work activity requirements and dependent children have at least 90 percent school attendance.

Maintains exemptions from the time limit for child-only cases, families on Indian reservations with over 50 percent unemployment, and partial assistance grants.

Applies the changes retroactively to assistance received on or after June 30, 2018.
