Amends Arizona Revised Statutes section 46-803 to establish waiting lists for child care assistance, prioritizing families based on income levels starting with those at 100% of federal poverty level up to 165%.

Removes previous language allowing the department to prioritize based on time spent on waiting list; instead requires priority based solely on income level regardless of wait time.

Makes technical corrections to statutory language including hyphenation changes ("court ordered" to "court-ordered", "twenty-four hour" to "twenty-four-hour").

Appropriates $80,950,176 from the state general fund in fiscal year 2018-2019 to the Department of Economic Security for child care assistance costs to eliminate the current waiting list and serve eligible families with incomes up to 165% of federal poverty level.
