Establishes the Arizona Works Community College Grants program requiring each community college district to administer grants for students enrolled in Career and Technical Education programs, funded by the Arizona Works Community College Fund.

Eligible students must be Arizona residents, complete a Free Application for Federal Student Aid (FAFSA), enroll in a CTE program, have a parental/family adjusted gross income of $65,000 or less, and maintain a 2.5 GPA or higher.

Students may receive grants for only two consecutive academic years; after the first year, students must complete at least 30 hours of volunteer service annually to remain eligible.

Community college districts must match state appropriations by transferring at least $10 million in private donations annually to the state treasurer by March 1 in order for monies to be distributed from the fund.

Appropriates $5,000,000 from the state general fund in each fiscal year from 2019-2024 to the state treasurer for the Arizona Works Community College Grant Fund, with the program repealing on June 30, 2025.
