Allows persons to register to vote during the 28 days immediately preceding an election if they have been a resident of their county and precinct for at least 29 days prior to the election.

Permits registration on election day at polling places by completing a registration form and providing proof of residence.

Persons registering under this provision may only vote by provisional ballot on election day or during the 28 days before the election, but may vote normally for any election held at least 29 days after their registration.

Same-day registrations qualify voters only for federal offices (including presidential electors), statewide offices, countywide offices, and legislative races, but do not qualify voters to participate in partisan primary elections.

Directs the secretary of state and county election officers to promptly implement the requirements of this article.
