Requires the Secretary of State, county recorders, and election officers to meet at least annually to develop standards and procedures for polling places and voting centers.

Establishes standards to ensure voters do not wait more than one hour to vote, determine appropriate number of polling places, and ensure equal access for all persons including those using public transportation or with disabilities.

Mandates standards for adequate staffing levels, equipment, ballot supplies, and maintenance of equipment and personnel reserves at polling places and voting centers.

Requires timely and accurate dissemination of information regarding polling place and voting center locations and hours of operation.

Directs election officials to consult with the U.S. Election Assistance Commission and other organizations with expertise in voting systems, access issues, and election compliance.
