Amends Arizona Revised Statutes Section 41-2405 to add a new duty to the Arizona Criminal Justice Commission requiring it to review and make legislative recommendations on earned release credits for nonviolent offenders.

Directs the commission to recommend changing earned release credit calculations to allow nonviolent offenders to earn one day of credit for every three days served, rather than current rates.

Requires the commission to recommend reducing mandatory minimum sentence requirements and removing judges' and the board of executive clemency's ability to order reincarceration for technical violations of release conditions.

Maintains all existing powers and duties of the Arizona Criminal Justice Commission related to monitoring criminal justice legislation, conducting research, preparing biennial reports, and overseeing criminal justice statistics.
