Requires all requests for proposals for adult incarceration contracts to be provided to the joint legislative budget committee for review upon publication.

Establishes that private contractors must demonstrate cost savings to the state based on a standard cost comparison model established by the director, and must provide services at least functionally equal to state-provided services.

Mandates the director conduct a biennial comparison of private contractor performance versus state-operated facilities across 11 specified metrics including security, inmate management, programs, safety, health services, and recidivism rates.

Requires the director to conduct a comprehensive cost comparison of all privatization contracts once every five years and provide results to the joint legislative budget committee.

Prohibits private contractors from performing certain functions including calculating inmate release dates, awarding sentence credits, approving inmate work, or making disciplinary decisions.
