SB 1352 Summary

• Eliminates the option for courts to impose natural life sentences on juveniles (those under 18) convicted of first degree murder; juveniles must instead be sentenced to life with mandatory minimum service of 25-35 years depending on victim's age.

• For adults (18+) convicted of first degree murder under certain circumstances, makes natural life the mandatory sentence when death penalty is not sought or not imposed.

• Adds requirement that persons convicted of terrorism offenses who were at least 18 years old at time of offense may be sentenced to natural life imprisonment with no possibility of release.

• Modifies sentencing procedures for violent sexual assault convictions to require natural life imprisonment (with no release) for persons at least 18 years old, superseding other sentencing guidelines.
